A Municipal Guide to Hiring an Owner's Engineer for a Waste-to-Energy Project
A municipality is about to commit public money to a facility it will live with for a quarter of a century. In the room where that decision gets made, every technology vendor has a plant to sell and every EPC bidder has a contract to win. They are expert, they are persuasive, and they are not disinterested. So the question a public official should ask before anything else is simple: in this negotiation, who represents the public?
The answer is an independent owner's engineer — a technical advisor engaged by the owner, with no equipment to sell and no construction contract to win, whose only product is engineering judgment on the public's behalf. Engaged early — ideally before the technology is chosen — the owner's engineer represents the municipality from feasibility through commissioning, and is the single most effective safeguard a public body has over a waste-to-energy project. The distinction that matters most is independence. A technology vendor sells a specific plant or process; its recommendation will, understandably, be its own product. An EPC contractor is paid to engineer, procure and construct the facility; it profits from the project proceeding as scoped and at the price it bid. Both are essential parties — someone has to supply the technology and someone has to build the plant — but neither is a neutral advisor to the owner. An owner's engineer sells judgment, not equipment, and can recommend a different technology, a smaller facility, a phased approach, or that the project not proceed at all. When to engage one
Early. The leverage in any capital project is front-loaded: the cheapest place to fix a project is on paper, before the technology and the contracts are locked in. Decisions made during feasibility and technology selection — what waste the plant is designed for, which conversion route is chosen, how the specification is written — determine most of what the project will cost and whether it will work. Once a plant type is selected, a site committed and an EPC contract signed, those decisions are expensive or impossible to reverse.
A municipality that hires an owner's engineer only to supervise construction has already given away the decisions that mattered most. The ideal engagement begins before the technology decision, when the engineer can shape the feasibility study, insist on real waste data, and make sure the specification the market bids against reflects the public's interest rather than the most convenient product to sell. Engaging late is still better than not at all — but the return on the role is highest when it starts first.
What to look for when hiring
Not every firm that offers advisory services offers genuine independence. Four qualities separate a real owner's engineer from a consultant who is quietly aligned with a supplier:
- Genuine independence. The firm should have no equipment, no proprietary technology and no EPC business to protect. If an advisor also sells or represents a plant, its counsel is not neutral, however competent it is.
- Real field experience, not just paper studies. Look for engineers who have taken complex facilities through construction, commissioning and start-up — the stages where feasibility assumptions meet the equipment in the field. A firm that has only ever written reports cannot reliably tell you which promises will survive contact with reality.
- A feedstock-first approach. The right technology is chosen by the waste, not the other way around. An advisor who talks about the plant before understanding your waste stream has the sequence backwards.
- The willingness and standing to say “no.” The most valuable thing an owner's engineer can tell you is that a project should not proceed, or not in the form proposed. A firm that has never delivered that message, or is structurally unable to, is not protecting you.
The scope to contract for
An owner's engineer can be engaged for a single phase or across the entire project lifecycle. A full scope for a waste-to-energy project typically covers:
- Feasibility review — testing whether the project will actually work before capital is committed.
- Objective technology evaluation — assessing the candidate conversion technologies against the measured waste, with the trade-offs documented.
- Procurement and specification support, and bid evaluation — writing technical specifications that protect the owner, and assessing bids on engineering merit rather than headline price.
- Design and risk review — checking the detailed design and interrogating the assumptions behind it.
- Construction and commissioning oversight — verifying that what is built and started up matches the specification the public is paying for.
- Operational readiness — confirming the facility, its procedures and its people are ready to run reliably.

An owner's engineer delivers value fastest when the municipality arrives with its situation documented. Before the first meeting, gather what you can of the following — gaps are fine, and identifying them is itself useful:
- Waste quantity and any characterization data — tonnages, and whatever is known about composition, calorific value and moisture. Even partial data is a starting point.
- The local energy market and offtake context — who might buy the power or heat, at what price, and whether there is a nearby steam or heat customer.
- The candidate site — its location, constraints and grid access.
- Budget range — even an order-of-magnitude figure the public body is prepared to commit.
- Objectives and constraints — what problem the project is meant to solve (a closing landfill, a waste obligation, an energy goal) and any political, environmental or timing limits.
- Timeline — the schedule you are working toward and any fixed deadlines.
Questions to ask candidate firms
A procurement officer does not need to be an engineer to test whether a firm is a genuine owner's engineer. A short set of direct questions does most of the work:
- Do you sell, manufacture or represent any waste-to-energy technology or equipment — now or through any affiliate?
- Can you show us facilities your engineers have taken through construction, commissioning and start-up, not only feasibility reports?
- How do you evaluate competing technologies against our specific waste, and how do you document the trade-offs?
- If your analysis shows the project should not proceed, or not in this form, will you tell us that plainly — and have you done so before?

How it protects public money
The return on an owner's engineer is measured in the failures it prevents.
