A waste-to-energy project moves through recognisable phases: concept and assessment, feasibility, technology evaluation, engineering and definition, procurement, construction and commissioning, and finally operation. Risk is not spread evenly across them.

The decisions that most determine success are made early - the honesty of the feasibility work, the match between the waste and the technology, and the terms of the offtake. Problems introduced there are expensive to correct later and often only become visible during construction and start-up, which is why independent engineering oversight is most valuable before capital is committed and again through commissioning.
