A feasibility study exists to answer one question honestly: should this project be built, and on what terms? A weak study assumes the answer and documents how to build a plant that has already been chosen. A rigorous study tests the premise.
At a minimum it must resolve the waste supply and its characteristics, the mass and energy balance, the fit between the waste and the proposed technology, the energy offtake and its value, the capital and operating cost, and the principal risks. Where any of these cannot be established with confidence, the study should say so plainly rather than paper over the gap.
