An owner's engineer is an independent engineering advisor retained by the project owner to protect the owner's interests across the life of a project. Unlike a technology vendor or an EPC contractor, the owner's engineer has no product to sell and no construction contract to win, so its advice is not shaped by either.
The role typically spans feasibility and technology evaluation, review of vendor claims and guarantees, procurement support, design review, and oversight through construction, commissioning and start-up. On a waste-to-energy or infrastructure project, that independent review is often the difference between a plant that performs and one that does not.
